Kyle Saunders, a political science professor at Colorado State University, acknowledged that caucuses as they are practiced today are a “very transparent, active and invigorating process.” But he said the closed caucus system in Colorado — in which unaffiliated voters are not allowed to participate Tuesday — means a large swath of the state’s voters are not being heard.
