“Whoever’s in the drivers seat when they draw the district is going to pack as many people (of the opposing party) as they possibly can in a few districts and then spread out the rest to where they can win as many districts as possible, albeit at narrower margins,” Colorado State University Political Science Professor John Straayer said.
