Analysts and activists say the Democratic rise has been building quietly but steadily. Robert Duffy, a political science professor at Colorado State University, said he thought Republicans began losing the public’s confidence after 2002, when the General Assembly was not seen to be responding strongly to an economic downturn but was instead caught up in political fights over redistricting and other peripheral issues.
