“I don’t think there is a good definition,” said Martin Shields, director of the Regional Economics Institute at Colorado State University. “I don’t think there’s a dollar figure you can put on it. It’s more about how people feel about where they are in life, what opportunities they have, how they feel about the economy in general.”
