Corps officials on the project said the selection process likely wouldn’t be completed until May 1 and that that would not necessarily result in quick placement of the armoring. After a product and a manufacturer are selected, the corps might have to do more testing, either at its research lab in Vicksburg, Miss., or at Colorado State University, which specializes in such tests. Financing for that second phase of the investigation is included in the request before Congress.
