“Too often we separate rural America from the rest of the country,” Colorado State University professor Lou Swanson said. “Rural people and places have not had strong national policy advocates or champions.”

The policy of devolution, where the federal government shifts responsibility to state and local governments could work, but rural communities do not have financial support and systems in place to make it succeed, Swanson said.
